BOQ Preparation

A bill every bidder prices the same way.

We prepare bills of quantities that produce comparable tenders: item descriptions that say exactly what is included, correct units of measure, and a structure that maps to how the job will actually be paid.

01 / The problem

Why this goes wrong.

A loose BOQ does not save time, it moves the argument later. Vague item wording means every bidder prices a slightly different scope, the comparison is meaningless, and the gap gets settled as a variation after award.

02 / What you receive

Deliverables.

Issued in your format — Excel, PDF, DWG or your own template.

  • Fully structured BOQ in Excel or your tendering template
  • Item descriptions with inclusions and exclusions stated
  • Correct units and measurement basis per item
  • Preliminaries and general items
  • Provisional sums, prime cost items and dayworks schedules
  • Priced or unpriced versions as required
  • Tender comparison sheets on return of bids
04 / What changes

Outcomes.

  • Comparability

Bids that can be compared line for line instead of negotiated.

  • Variation control

Scope pinned in the wording, so change is change and not interpretation.

  • Payment

A bill structured the way interim valuations will actually be certified.

06 / Questions

Common questions.

Can you prepare a BOQ from incomplete design?

Yes, and that is normal at tender stage. We use provisional sums and clearly worded provisional quantities for the undefined scope, and flag each one, so the client knows exactly which parts of the bill are firm and which will be re-measured.

Do you also price the BOQ?

We build rate-built estimates through our rate analysis service. For a tender bill we normally issue unpriced to the bidders and a separate priced version as the client internal benchmark.
